Beware all smokers

Suggestion is to pay an annual fee of £10 to be able to buy ciggies.

I could charge the kids outside my local shop the cost to cover the fee

If it stops young kids from buying them, then it's a good thing.
Yes they will find other ways of getting them= there was a guy up the road from me selling imported cigs to school kids until someone made a call, i wonder who  ::)
