Your options are limited, if you report them, it takes so long to get something done you will be a nervous wreck by the time its sorted. You have to provide evidence which means neighbours know your the one reporting. Your car will get scratched, windows in house broken etc. Other neighbours may report them and that will put you in the frame as well.

Get advice from a few organisations, find a strategy for dealing with them. I moved after 6 years of anti social behaviour, new house in a quite street but left feeling very bitter I had to move in the first place and not the junkies. Try local council, victim support and http://www.nfh.org.uk/. If they have kids report them to SW, at least kids get a life and it will force them to make a choice about their lifestyle.

As for the strimmer, they will be laying in a drunken / drug induced stupor and hear nothing.

I'm considering moving also as I have the same problem, but there is no guarantee you wont have worse neighbours.. :-\

I have been educating my neighbours for long years, and they are better than before but still they are noisy enough to keep me awake  till 02-03 am >:(

Richie mate i feel for you mate as about 6 years ago i lived with next door to a pair that used to row at 2 am(when they were pi$$ed enough)...and it is total crap you cannot enjoy your own house..in my case they moved on(not together as she was giving him a slap...to look at her she didn't look capable)...the legal route does take a long time and i have to say millwalls way may be the quickest :y

Get someone to put their windows in, and when they are fixed have it done again.
They will get the message :y

ive had it with my neighbour, went down the route of politely asking him till i got sick of it..why should i have to go outside and walk round to his door so i got a big stick and i leant over to bray his door.tried the council with all there ooh write down everytime he makes a noise and the time and what effect it has on you 'dangle berries'.one sunday morning 7am musi starts so i went round barged into his house and stuck my finger on his nose and told him what for(close to snotting him but if you do its you that gets done).it calmed down for a while and slowly started again so i met him in the dtreet one day and told him straight that i felt like knocking him out and id had enough.he occasionally makes noise now but its never late and i can appreciate that people can play music and have parties but you have to respect your neighbours.
it bastard annoys me that the police wont do anything, you ring them and its sorry sir but we cant help you have to ring the council...so i told them one night fair enough then il go round and smash his stereo up...wpc said if you do that we will be straight round to arrest you >:(  i actually had the police put the phone down on me that night ;D

Some years ago my neighbour died - his 2 sons (18 & 16) @ the time gradually got worse & worse as they had no control at all. Their Mum was the "they have lost their Dad - give them a break" type ......

So, the fix was that Id go round to theirs @ 8am ring the doorbell until one of them got up and say "sorry, did I wake you uo? Its not nice is it - but that's what you did to me". I'd then go back half an hour later and do it again  - it the other brother answered the door then he would get the same story. If not then I'd ask for him, wait until he came down and tell him the same thing. They got the message and it got a lot better.

didn't get up till 10am. terrible night. thought id be ok here as my bail address but worse than anywhere. i got up at 3am dressed and out the back lashing out at the neighbours then my sister dragged me in as i would of lost all my bail conditions. police turned up and i was sent off in a cab to my mates.  housing has been informed and will be hopefully sorted out now. one more week and i can go home to my own flat i hope.  :)
