You'll be fine with just 2 elements.. unless it's on a 16A spur or something.

Nice to have a bit of redundency in case an element fails with that much wort in it. :y

Now a really nice setup would cycle the heat around the elements so none of them ever get hot enough to get that horrible sugary coating burnt on. Hmmm  ;)
