Windows rapidly misting up any time of day. Turn air con on and they quickly clear. Turn air con off and they mist again. The cabin smells during this time and I am getting a small amount of loss from the header tank. This is at its worst with a hot engine.
The Cabin filter is new, the scuttle is clear and the boot vents are clear.

I am thinking heater matrix. Any other thoughts or suggestions

Hiya fella, had very very similar issue on a Talbot Solara ( ) years ago...... turned out to be as you said, heater matrix leaking.

any noticable dampness to front carpets?? if so could be matrix or pipes leading to it, positive that scuttle drains are clear both sides???

I should have been more accurate. I turn the demist on to blast the windscreen and also the air con is on. This removes the mist. If I turn the demist and the air con off the car turns into a Turkish Sauna after two minutes

I should have been more accurate. I turn the demist on to blast the windscreen and also the air con is on. This removes the mist. If I turn the demist and the air con off the car turns into a Turkish Sauna after two minutes 

Hmmm, does sound excessive. Run with ac on for a while and see if it improves.

Dont forget to check for a blocked scuttle drain and/or wet passenger carpets, generally the front....

Scuttles totally clear (just double checked) Carpet might be a little damp (also cold so hard to tell as they all feel the same  ). Put .5 litre in header tank.

With AC on it does improve. With it off it mists. Also coolant level drops albeit very slowly

Just got back from a trip.

NO MISTING 

The only difference is the outside air temp and humidity

Just sounds like a water leak and not using ac.

Check hbv and associated pipes for leaks/residue.

I had a VW Polo which steamed up when the heating was on, it was the heater matrix leaking.

If you suspect that then try having the heating on cold (LO), and see if it still steams up.

I am having steaming problems on mine, doing my head in, but cannot for the life of me work out why.  Sounds very similar to yours, except I am not loosing any coolant, so not suspecting the heater matrix.  Also, mine still steams up when heating is on cold so unlikely.

Exactly as you would expect surely?

You have ran with aircon on and now have a very wet evaporator, turn aircon off and the dampness from the evaporator mists the car up.
