Both the government and the opposition have (when in power) backed this scheme based on what their advisors (Network Rail, which wholly owns HS2 Ltd) said.

Thus if either U-turns, its egg on face, so they will try to sink any bad reports.

Yep, and that typifies what is wrong with government these days. They have yet to realise what anyone who has ever spoken to a financial advisor susses out very quickly; that, if you base your policies on free advice, from those with a vested interest, it'll turn out to be shit advice.
