Yes and Yes, I think.....

My take was that Gene was God's ambassador to the newly departed members of H.M Constabulary - - helping them cross over, so to speak. But he enjoyed the make believe world so much he was trying to hang on to them a little while longer --- especially Alex Drake.
Jim was the Devil's equivalent, trying to poach the souls for the Underworld.
In the end the present "team" passed on (the Pearly gates being a pub! ) and Alex popped her clogs in the "real world".
The guy with the i-phone was the next newly departed to pass through the "holding area".
As much as I enjoyed the programme, if, when I shift my mortal coil, I awake to see Gene's face I will not be best pleased ..... another crack at "life" doesn't appeal ..... where's me harp

OMG -- just had a thought .... are WE all dead ex omega owners, brought to OOF to help us pass over
