This is your original control, that used to work with this car prior to battery change?
If so then you don't need tech1, the correct code will still be in the fob.
The (Feb 1995) Owners manual says the following about programming the (IR) remote:
Switch on ignition; system will then be in programming mode for 30 seconds.
Direct remote control unit towards sensor from a distance of no more than 20cm/8 in. (see illustration).
Briefly press button 1 on remote control unit.
The coutesy lamp flashes to show that the remote control has been programmed.That's word-for-word including the mis-spelling of courtesy.

As The Boy says, your battery contact(s) may be giving trouble, disassemble the fob enough to give yourself visibilty of any possible corrosion on the bits that actually touch the batteries. If there is any, clean it off and then try.
The illustration mentioned in the text is of the dome thing Clarkey mentions, and button 1 of these remotes is the round one, not the one on the side.
Edit: What battery or batteries have you fitted? The way you've written "new battery's in" is ambiguous.
These fobs use 2 x CR2025 coin cells.
